The Zanzibar Investment Promotion Authority (ZIPA) traces its roots to 1986, when it began as a department of the Ministry of Finance and Economic Affairs before becoming a semi-autonomous agency in 1992. Two further bodies, the Zanzibar Free Economic Zones Authority and the Zanzibar Free Port Authority, were created in the 1990s to handle related investment functions, and in 2003 the government merged all three into a single authority, formalised by law in 2004. ZIPA now operates under the Zanzibar Investment Act No. 10 of 2023, promoting investment and providing aftercare services to investors from its Maruhubi offices on Malawi Road.
